It is through this kind of courage that leaders are shaped. This was clearly demonstrated by C/COL CHAREMEDEL FAITH D CESAR, Corps Commander of the 736th Department of Military Science and Tactics, Ramon Magsaysay Memorial Colleges, Inc., PAFROTC. From April 23–27, 2026, C/COL Cesar joined fellow delegates in the ROTC Cultural Understanding and Leadership Program (CULP) in Waimanalo, Hawaii, USA. This mission was made possible through the dedicated support of the 7th Air Reserve Center (Seven Arcen), led by its Commanding Officer, COL RICARDO RAY B GARCIA PAF (GSC), alongside the Armed Forces of the Philippines (AFP) and the Air Force Reserve Command (AFRC). In partnership with the Hawaii National Guard and the U.S. Army Cadet Command—the program focused on leadership development, cultural exchange, and operational readiness through academic sessions and Field Training Exercises (FTX). ROTC-CULP is more than just training; it is a strategic initiative that strengthens bilateral ties and promotes mutual understanding between partner nations. It reinforces a shared commitment to developing values-driven leaders capable of operating in a complex, interconnected world. Beyond the training and the FTX, this experience represents the strengthening of a global brotherhood in arms.
